Senate: Saddam believed Al-Qaida was a threat, not ally

WASHINGTON (AP) - Saddam Hussein rejected overtures from al-Qaida and believed Islamic extremists were a threat to his regime, a reverse portrait of an Iraq allied with Osama bin Laden painted by the Bush White House, a Senate panel has found.

The administration's version was based in part on intelligence that White House officials knew was flawed, according to Democrats on the Senate Intelligence Committee, citing newly declassified documents released by the panel.

The report, released Friday, discloses for the first time an October 2005 CIA assessment that prior to the war Saddam's government "did not have a relationship, harbor or turn a blind eye toward" al-Qaida operative Abu Musab al-Zarqawi or his associates.

As recently as an Aug. 21 news conference, President Bush said people should "imagine a world in which you had Saddam Hussein" with the capacity to make weapons of mass destruction and "who had relations with Zarqawi." ...

The RATS are all over this one. Not sure who was on the Senate panel but I'm sure it was heavily leaning left.

ONCE AGAIN headlines from media outlets around the country declare "No Saddam, al-Qaeda link." This time the news cycle is being fed by the release of two reports by the Senate Intelligence Committee, both of which purport to investigate the uses of prewar intelligence. The first of these two reports, titled "Postwar Findings about Iraq's WMD Programs and Links to Terrorism and How They Compare with Prewar Assessments," has pleased Democrats.

Senator Carl Levin says that the report is "a devastating indictment of the Bush-Cheney administration's unrelenting, misleading, and deceptive attempts" to connect Saddam's regime to bin Laden's al Qaeda. Senator Jay Rockefeller agrees with Senator Levin's assessment, saying the report will confirm that "the Bush administration's case for war in Iraq was fundamentally misleading."

But beyond the obvious political gamesmanship, there is little merit to this posturing because there is little serious analysis in the Senate report: Far from providing the definitive word on Saddam's ties to al Qaeda, the report is almost worthless.


CONSIDER TWO BRIEF examples, chosen from many:

The committee's staff made little effort to determine whether or not the testimony of former Iraqi regime officials was truthful. In fact, Saddam Hussein and several of his top operatives--all of whom have an obvious incentive to lie--are cited or quoted without caveats of any sort. In Saddam's debriefing it was suggested that he may cooperate with al Qaeda because "the enemy of my enemy is my friend." According to the report, "Saddam answered that the United States
was not Iraq's enemy. He claimed that Iraq only opposed U.S. policies. He specified that if he wanted to cooperate with the enemies of the U.S., he would have allied with North Korea or China."

Anyone with even a partial recollection of the controversy surrounding Iraq in the 1990s will recall that Saddam made it a habit of cursing and threatening the United States. His annual January "Army Day" speeches were laced with threats and promises of retaliation against American assets. That is, when Saddam claimed that the United States was "not Iraq's enemy," he was quite obviously lying. But nowhere in the staff's report is it noted that Saddam's debriefing was substantially at odds with more than a decade of his rhetoric.

The testimony of another former senior Iraqi official is more starkly disturbing. One of Saddam's senior intelligence operatives, Faruq Hijazi, was questioned about his contacts with bin Laden and al Qaeda. There is a substantial body of reporting on Hijazi's ties to al Qaeda throughout the 1990s.

Hijazi admitted to meeting bin Laden once in 1995, but claimed that "this was his sole meeting with bin Ladin or a member of al Qaeda and he is not aware of any other individual following up on the initial contact."

This is not true. Hijazi's best known contact with bin Laden came in December 1998, days after the Clinton administration's Operation Desert Fox concluded. We know the meeting happened because the worldwide media reported it. The meeting took place on December 21, 1998. And just days later, Osama bin Laden warned, "The British and the American people loudly declared their support for their leaders decision to attack Iraq. It is the duty of Muslims to confront, fight, and kill them."


Reports of the alliance became so prevalent that in February 1998 Richard Clarke worried in an email to Sandy Berger, President Clinton's National Security adviser, that if bin Laden were flushed from Afghanistan he would probably just "boogie to Baghdad." Today, Clarke has made a habit of denying that Iraq and al Qaeda were at all connected.

There is a voluminous body of evidence surrounding this December 1998 meeting between Hijazi and bin Laden--yet there is not a single mention of it in the committee's report. THE WEEKLY STANDARD asked the staffers "Why not?" They replied that there was no evidence of the meeting in the intelligence or documents they reviewed.

That's hard to believe. Newspapers such as Milan's Corriere Della Sera and London's Guardian, and the New York Post reported on it. Michael Scheuer, who was the first head of the bin Laden unit from 1996 to 1999, approvingly cited several of these accounts (before his own flip-flop on the issue) in his 2002 book, Through Our Enemies Eyes. Scheuer wrote that Saddam made Hijazi responsible for "nurturing Iraq's ties to [Islamic] fundamentalist warriors," including al Qaeda.

All of this obviously contradicts Hijazi's debriefing; none of it is cited in the committee's report.


THE MEDIA HAS ALSO BEEN QUICK to cite the report's conclusions concerning Abu Musab al-Zarqawi's relationship (or lack thereof) with Saddam's regime. But once again the committee's staff overlooked much contradictory evidence. The report concludes, "Postwar information indicates that Saddam Hussein attempted, unsuccessfully, to locate and capture al-Zarqawi
and that the regime did not have a relationship with, harbor, or turn a blind eye toward Zarqawi."

The staff cites debriefings which support this conclusion, but do not give any weight at all to testimony which runs counter to it. For example, the Phase I Senate Intelligence report noted that a top al Qaeda operative named Abu Zubaydah "indicated that he heard that an important al-Qaida associate, Abu Mus'ab al-Zarqawi, and others had good relationships with Iraqi intelligence."

Zubaydah's testimony has since been further corroborated by a known al Qaeda ideologue, Dr. Muhammad al-Masari. Al-Masari operated the Committee for the Defense of Legitimate Rights, a Saudi oppositionist group and al Qaeda front, out of London for more than decade. He told the editor-in-chief of Al-Quds Al-Arabi that Saddam "established contact with the 'Afghan Arabs' as early as 2001, believing he would be targeted by the U.S. once the Taliban was routed." Furthermore, "Saddam funded Al-Qaeda operatives to move into Iraq with the proviso that they would not undermine his regime."

Al-Masari claimed that Saddam's regime actively aided Zarqawi and his men prior to the war and fully included them in his plans for a terrorist insurgency. He said Saddam "saw that Islam would be key to a cohesive resistance in the event of invasion." Iraqi officers bought "small plots of land from farmers in Sunni areas" and they buried "arms and money caches for later use by the resistance." Al-Masari also claimed that "Iraqi army commanders were ordered to become practicing Muslims and to adopt the language and spirit of the jihadis."

A cursory examination of Zarqawi's cell in Iraq reveals that many of his top operatives were once Saddam's military and intelligence officers. It appears, therefore, al-Masari's testimony should be taken seriously.

Yet, neither Abu Zubaydah's nor Al-Masari's statements are given any weight by the committee. Nor did they bother to examine who it was, exactly, that Zarqawi was working with in Iraq. Not that any of this matters, of course. This reports was never really about investigating the relationship between Saddam's regime and al Qaeda.

It was about giving certain senators more ammunition against the president.

The sad part is that there is no effective counter-balance to this pernicious fiction because the Repubs are scared into paralysis, afraid of losing what slight control they still maintain.

I've always thought Savage was a self-promoting blow-hard playing on people's base emotions but I have come to realize that for all his faults he is spot-on:

To any ruthless dictator everyone is a threat, even those with whom you share common enemies and values. A good example is Stalin. Even in the darkest days of WWII when he was dependent on the US for his survival he considered us a threat.

However, you point is valid.

LOL, so AQ just strolled into Iraq upon our entry, never having been there before knew their way around, knew where to hide, who would hide them, with tons of weapons, and knew where all weapons were hidden, knew where all Saddam's goons were located, WITHOUT EVER HAVING BEEN THERE BEFORE AND WITH NO PLANNING??

In the Pentagon/FMSO document http://70.168.46.200/released/03-20-06/ISGZ-2004-009247.pdf there is a clear report about the relation between Iraq and Bin Laden that dated back to 1995. This document contains a 9 page report from the Iraqi Intelligence Apparatus and it is titled “The Saudi Opposition and Achieving the Relation and Contact With Them”. In the report they talk about there meeting with Osama Bin Laden and that Bin Laden in 1995 and how to establish relations with him. In the meeting Bin Laden asked the Iraqis for joint operations with them against the Foreign forces (US military) in the land of Hijaz (Saudia or Saudi Arabia).

I did a partial translation of the report that is related to Osama Bin Laden

When a news article like this is published, it should be mandatory that the members of the oxymoronically-named "Senate Intelligence Committee" should also be named.

In addition to the usual suspects: Dimocrats Carl Levin, Diannes Feinswein, Babs Mikulski, and Russell "No you can't speak!" Feingold;
this committee is infested with GOP fellow-travelers Olympia Snowe, Chuck Hagel, and Mike Dewine.

With that bit of insight, what are the odds of this report being worth the electrons it's printed on?

In the piece, Baath Party writer Naeem Abd Muhalhal predicted that bin Laden would attack the US “with the seriousness of the Bedouin of the desert about the way he will try to bomb the Pentagon after he destroys the White House.”

The same state-approved column also insisted that bin Laden “will strike America on the arm that is already hurting,” and that the US “will curse the memory of Frank Sinatra every time he hears his songs” – an apparent reference to the Sinatra classic, “New York, New York”.

In the piece, Baath Party writer Naeem Abd Muhalhal predicted that bin Laden would attack the US “with the seriousness of the Bedouin of the desert about the way he will try to bomb the Pentagon after he destroys the White House.”

The same state-approved column also insisted that bin Laden “will strike America on the arm that is already hurting,” and that the US “will curse the memory of Frank Sinatra every time he hears his songs” – an apparent reference to the Sinatra classic, “New York, New York”.

I can't tolerate Savage, though he is dead nuts on about the media. But the counterbalance to the dem-MSM evil alliance is Talk Radio (yes, Savage included), the blogosphere, FR, a few publications such as the Washington Times, Brit Hume (certainly not Fox as a whole), and most importantly - the intelligence of the American people.

And truth be told, we are turning the tide. The newspapers are losing readers, the evening news audience has eroded, the democrat talking points splashed across the headlines are being challenged at every turn.

Look at how LGF and some Freepers & bloggers have exposed the propagandist pictures. How we got Dan Rather canned. CNN may like to trumpet Bush's supposed 40% approval rating, but there is a reason they do not run polls very often on the MSM's approval ratings. Or the fact that in their polls, the dems fare worse than the GOP.

We gotta keep pushing and snuff the life out of this pestilence, and I think we have a good shot at doing just that.

Yes, it's just a vague, amorphous "Senate Panel" (deep voice, echoes)... in other words, a few Democrats, in collusion with George Tenet who, now that Saddam is safely deposed, is suddenly convinced that Saddam was no threat. Notice how he kept his mouth shut till it was too late to do anything... and for some reason, none of them want to try to impeach Bush... man, these people have no conscience whatsoever.

The trouble with this analysis - and with almost all such - is that it is so obviously political. Contrast the treatment of the Senate reports, and the British Butler report, on the Iraqi contacts with Niger in pursuit of uranium. British claims were treated as credible even though their evidence was concealed because they backed the President's claims.

I suspect the truth will not be known for many years, if ever.

But consider the larger picture.

We wanted to topple Saddam whether or not his regime could be shown to possess or was attempting to build WMD and whether or not it could be shown to be strongly connected to Al Queda. This was so because we felt Saddam was a bad, bad man and our enemy, because we felt we had to send a strong message to the Arab and Muslim worlds on the limits of our tolerance, because we needed to strengthen our military position in the center of the world's greatest oil-producing region, because our policies of sanctions and inspections were becoming increasingly inefective and something stronger was needed.

We had to act quickly while sympathy for 911 was strong and allowed us political leverage. It would not surprise me to learn that the Administration cherry-picked or slanted intelligence...since doing so served the national interest. Intelligence is not all that reliable in any case.

Saddam was smart enough to construct walls of separation between Iraq and a proxy group capable of inflicting damage on the US. The pre-War docs make this clear in his own words. Any materiel slipped to Al qaeda would be done in a manner very hard to detect.

And of course absence of proof is not proof of absence.

This report has been disgustingly misreported on.

The report is NOT supposed to be an evaluation of all postwar findings on Saddam's possible links to al Qaeda. It is a postwar comparison of what was found ONLY ON THE SPECIFIC PREWAR CIA ASSESSMENTS and see what specific prewar assessments by the CIA were right and what were wrong.

This doesn't take into account any issues that weren't specificically cited in the 2004 Senate report and certainly doesn't address all of the documents recovered post-invasion that still haven't all been examined.

If you read this report it is basically FBI/DIA/CIA excerpts of interviews with Saddam and his minions on whether or not they admitted working with al Qaeda and then slapping an official U.S. Senate stamp on their comments.
It was cherry picked so far and far from conclusive. There are only a few members of al Qaeda and Saddam's regime who's testimony is only partially cited and the public deserves far better than this pile of manure.

You're 100% correct. I read the pertinent sections of the report yesterday and was absolutely shocked at how few people were relied on to gather this information.

There was no thinking outside the box and little if any reliance on foreign sources.

And I should have mentioned - Dick Cheney has a chance tomorrow to set a few things straight on Meet the Press tomorrow. We'll see if he steps up to the plate or gives it a pass.

So far, I've been disappointed with the administration's willingness to let the reports from Congress stand as the final arbiter of truth.
