It means they pushed everyone for either Nelson or Harris, no other exceptions. Not entirely accurate, but it does give an indication of those Republicans who may not like Harris, but who would vote for her on election day.

If she pulls this out, it will be the comeback of the century.

5% will vote two or three additional times for Nelson and the remaining 4% will mistakenly vote for Pat Buchanan.
