Clinton is still doing the pay attention to what I said, not what I did (or didn't do).
Clinton thinks wanting to equates to doing.
Clinton wants his legacy to be based on his perception of what he shoulda-coulda-woulda done. In his own mind, he coulda been a great President, but Providence didn't cooperate. Instead, Providence gave him Monica, and Bill don't think he should be blamed for that, nor for letting Bin Laden get away, nor for letting OKC or USS Cole or US Embassy bombings occur. After all, he bombed the aspirin factory and shot a missile at where bin Laden had been.
For Clinton, his perception is his reality, and he wants his legacy to be what he perceives it to be. The trouble is, History has a different perception -- Disgraced and Impeached. Sorry, Bill. You made your legacy; now 'lie' about it.

Clinton wants his legacy to be based on his perception of what he shoulda-coulda-woulda done.Exactly...he said it himself: ,"They ridiculed me for trying. [The Bush administration] had eight months to try [and] they did not try. I tried. So I tried and failed," Clinton said."
Typical liberal response...I tried, and that is just as good as actually doing something.
