Authorities received multiple reports of a smoke detector alarm sounding at 7:34 p.m., Guerrero said, followed a few minutes later by multiple calls of an explosion.

When crews arrived, they found a 6-by-7-foot window had been shattered near a first-floor exit between the network operations center and a nearby building at 2161 N. First St. The window's frame was bent and a light haze covered the area, Guerrero said. No flames, however, were visible, nor was there any other damage. Other debris was in the area, said Guerrero, who couldn't say Tuesday night exactly what the debris was...

LONDON [MENL] -- The British government has acknowledged arms sales to Iran and Syria.

A British Foreign Office report said the government has granted licenses for dual-use equipment to Iran and Syria. The report said the exports include components and technology that could be used by the militaries of the two Middle East states.

The human rights report asserted that Iran spent about $350 million, or 180.5 million British pounds, on a range of British dual-use systems. The Foreign Office cited aircraft engines, machine tools and chemicals.

The Foreign Office said Syria has ordered nearly $200,000 worth of dual-use items from Britain, including chemicals as well as technology to produce toxins. The purchases were said to have taken place between October and December 2005.

WASHINGTON, Nov. 1, 2006 – Terrorists operating in Iraq are staging attacks that garner negative press coverage so that the American people become soured on the war, Defense Secretary Donald H. Rumsfeld told two radio talk show hosts yesterday.

“You know, they're very good at manipulating the American press and managing the news in a way that advantages them and tries to break the will of the American people,” Rumsfeld told Bill LuMaye during a telephone interview on WPTF in Raleigh, N.C. “And they're good at it. They know what they're doing. They consciously plan their attacks to achieve that end.”

Rumsfeld said the terrorists’ efforts to affect American will have shifted what he called the war on terror’s “center of gravity” away from the battlefield.

“The military always talks about the center of gravity of a conflict, and logically one would think it would be in Afghanistan or Iraq or in the struggle against the violent extremists,” he said. “But in fact, because they are so calculating in attempting to break the will and to terrorize people and to alter our behavior, the center of gravity of this conflict very much is back in the United States. And they're very good at attempting to alter our behavior.”

The struggle in Iraq won’t be solved solely on the battlefield, the secretary said, but will require progress on the political, economic and governance fronts as well.

Citing “good progress” in Iraq, Rumsfeld noted that Iraq’s political leaders are shouldering difficult challenges. “You've got to give them a lot of respect for having the courage to take those positions and to put their lives at risk, these Iraqi political leaders,” he said. “And we wish them well.”

Rumsfeld told Cincinnati-based radio host Bill Cunningham during an interview on WLW that the troops he’s spoken to in Iraq display high morale, but are aware of the debate taking place at home.

“They know that the enemy is trying to influence the American people and to try to weaken their will to prevail and to persist and to show perseverance in this conflict,” he said. “So I suppose the only thing I'd say is God bless them for their courage and their intelligence and their contribution that they’re making to our country.”

Rumsfeld said it would be a tragedy if violent extremists were to take over Iraq. The terrorists would turn Iraq into a haven and base of operations, the secretary told Cunningham, from which to destabilize the Middle East and launch new attacks against America and its allies.

“So I think that most people who look at the situation understand how important prevailing in that conflict is,” he said, “and how tragic it would be were people to decide that it wasn't worth the cost or it wasn't worth the time.”

The terrorsists, he told Cunninghamn, won’t give up. “These people are determined, and they're going to keep after us,” he said. “And our only task is to see that they don't prevail.”

A salmonella outbreak that sickened dozens of people in 19 states appears to be over, while investigators remain unsure how it began, a federal official said Tuesday.

Health officials believe the outbreak may be linked to tomatoes or other fresh produce contaminated with the bacteria, but have been unable to pinpoint a specific product or source. There have been no deaths, but 171 people have fallen sick. Officials revised downward the tally by one case Tuesday, following further investigation.

Reports of illness peaked in late September, suggesting the outbreak is now over, said Dr. David Acheson, chief medical officer in the Food and Drug Administration's Center for Food Safety and Applied Nutrition. There is little evidence of any ongoing risk, he added.

"Whatever was contaminated that caused the illness, it has either been consumed, destroyed or thrown out. So the suggestion there is a need to put out a consumer warning about produce on the shelf is unwarranted. It seems to be past," Acheson said.

The Centers for Disease Control and Prevention continue to interview people sickened in the outbreak, but the information gathered is too vague or broad for the FDA to trace the contamination to its source, Acheson said."

ARTICLE SNIPPET: "Hizbullah terrorists are free to roam at night without fear of being identified by the United Nations Interim Force in Lebanon (UNIFIL), according to a report by the German paper Der Spiegel.

UNIFIL commanders were interviewed by the paper, saying their function is to "observe changes in the behavior of the local population," with Spanish UNIFIL official Richard Ortax admitting that no patrols are carried out at night “because of the danger involved.”

One junior officer told Der Spiegel he was glad that his battalion only left their camp once. "It's absurd," he said. "We landed here and set up our tent city, but since then we've only left the camp to drive around and to make sure that we're seen."

The report cites a long tradition of UNIFIL inaction, which it says allowed time for a Finnish contingent to construct a giant sauna and an Indian contingent to decorate its base with tradition Indian artwork.

The UNIFIL troops and the 14,000 Lebanese soldiers stationed in the region add up to a total of around 20,000 troops in the 18 by 31-mile region of southern Lebanon. 6,000 more troops are still expected to arrive.

The United Nations itself has admitted that Syria was still successfully smuggling arms to the Hizbullah, which neither UNIFIL nor the Lebanese army plan to stop."


ARTICLE SNIPPET #2: "The UN Security Council “noted with regret” Tuesday that “non-Lebanese militias” in the country had not been disbanded or disarmed, an allusion to the Iranian and Syrian backed Hizbullah. The statement was termed a “presidential statement,” which is the weakest of all available Security Council actions.

Following the meeting, UN envoy to the region Terje Roed-Larsen explicitly admitted that Syria was actively smuggling weapons into Lebanon. He said that Lebanese government officials "have stated publicly and also in conversations with us that there have been arms coming across the border into Lebanon."

Roed-Larsen added that Syria does not deny the flow of weapons either, claiming only that they are not being dispatched by the Syrian government. "The consistent position of the government of Syria has been that, 'Yes, there might be arms smuggling over the border, but this is arms smuggling and the border is porous and very difficult to control,'" Roed-Larsen told reporters."

Iran to hold military exercises next to US manoeuvres

Tehran - Iran is to hold renewed military exercises throughout the country, including in the Persian Gulf and Sea of Oman where naval manoeuvres led by the United States currently take place, the Fars news agency reported Wednesday.

The commander of the paramilitary Revolutionary Guards (IRGC), General Yahya Rahim Safavi, said that the exercises would begin Thursday November 2. Code-named 'Grand Prophet (Mohammed) 2,' the operations are to run for nine consecutive days in 10 provinces, mainly focused on the Persian Gulf and Sea of Oman, the general told reporters.

The nuclear-powered aircraft carrier USS Eisenhower, and its accompanying carrier strike group, passed through the Suez Canal on Monday, Oct. 30, and arrived in the Red Sea on Tuesday, Oct. 31.

DEBKAfile’s military sources report that the USS Eisenhower is at sea off the Saudi Arabian coast, together with another aircraft carrier, the USS Enterprise. The presence of the two US aircraft carriers, and their accompanying strike groups, in a body of water as small as the Red Sea is an extraordinary development.

So far there have been no indications that the USS Eisenhower arrived to replace the USS Enterprise.

US Intelligence director John Negroponte also is in the region. He was in Saudi Arabia over the weekend and in Cairo on Tuesday, and is due to arrive in Israel on Wednesday, Nov. 1.

With the arrival of the USS Eisenhower in the region, there are now three US aircraft carriers in the Persion Gulf and surrounding waters, including the USS Iwo Jima. Accompanying the USS Eisenhower are the guided-missile cruiser USS Anzio, the guided-missile destroyers USS Ramage and USS Mason and the nuclear-powered fast-attack submarine USS Newport.

DEBKAfile’s military sources report that a fourth US aircraft carrier, the USS Boxer, will arrive on the scene by the beginning of next week, together with its carrier strike group. The USS Boxer is currently taking part in joint US-Indian naval maneuvers, dubbed Malabar ’06, which include the landing of marines on beaches.

Somali Islamists warn Kenya against supporting Ethiopia

Nov 1, 2006 (MOGADISHU) — The Islamic Courts Council (ICC) today claimed that Ethiopian troops dressed in Kenyan army uniform had been deployed in large numbers along the Somali-Kenya border. They warned the Kenyan government that this move could lead to devastating results.

Sheikh Yusuf Siyad Indha Adhe, the security chief of the Islamic Courts, said at a news conference at Mogadishu’s former Banaadir Regional security HQ, that a large number of Ethiopian troops were now stationed along the border. "Those are Ethiopian troops dressed in the Kenyan army uniform," said Sheikh Indha Adhe, adding that the courts were not at war with Kenya and urged it to keep off the Somali affairs.

He accused the Ethiopian government of fuelling war in the Horn of Africa region, and whose Ethiopia troops were now deployed against Islamic forces outside Baidoa, HQ of Somalia’s interim government. "Today, Ethiopia is not at peace. Kenya is. If Kenya supports Ethiopia in the war against Somalia, it will not continue to enjoy its current peace," warned Indha Adhe.
