MEXICO CITY - Mexico on Wednesday predicted that the United States will likely never build 1,125 kilometers (700 miles) of new fencing along the border that divides the two nations.
President Vicente Fox's spokesman Ruben Aguilar said the U.S. Congress is unlikely to approve funding needed to finish the project.
"There is no money to build it, so it won't be built," Aguilar told reporters. "Even though the wall was approved, there is no funding."
No one knows how much the border fence will cost, but Congress sent a bill to the White House making a $1.2 billion downpayment on it. A 14-mile segment of fence under construction in San Diego is costing $126.5 million.
On Monday, the Mexican government sent a diplomatic note to Washington criticizing last week's U.S. Senate vote to authorize the new fencing as part of congressional efforts to combat illegal immigration.
And on Tuesday, all eight parties in Mexico's Congress joined forces to exhort Fox to use all the diplomatic means at his disposal to try to stop the construction of the fences.
The bill must still be signed into law by President George W. Bush. Mexico is lobbying Bush to veto it.
U.S. State Department spokesman Tom Casey said Tuesday U.S. officials were talking to Mexico about the issue of immigration, but he did not give details.
Aguilar said on Tuesday his country still wants a comprehensive immigration reform that would allow more people to migrate to the United States legally.

I think Fox has a point. In order to get something done Congress has to pass the law authorizing it and the appropriation to fund it. They've tossed out the first one as red meat for the immigration mad dogs (like me) just before the election. I can easily see that the appropriation for actually building the fence never gets passed after the election.

SCOTTSDALE, Ariz. - President Bush on Wednesday signed a homeland security bill that includes an overhaul of the Federal Emergency Management Agency and $1.2 billion for fencing along the U.S.-Mexico border to stem illegal immigration.
I read what is in the actual bill and it is not even close to funded. They allocated some money, yes, but not nearly enough.
You really should find another way of communicating without calling people names. Actually it shows your colors, not theirs.

Give the money to me. I'll build the whole thing for that. I would use prisoners to do the labor and ask the public for donations and go to suppliers and get a good deal on materials , if they wanted to continue to do business with the government.

I read the story. Still don't know if the funds "have to" be spent on the wall, or can be applied elsewhere in later budgeting.

The San Diego fence cost over $1,700 / foot. That's quite a fence. A really good fence can be built for a fraction of that cost.
If we just open it up to private funding, I expect we can build the entire border fence pretty quickly.

Okay, the President signed the bill this morning, and 28 miles of the fence in AZ has been contracted out using money from last year (Wellton sector I believe)
here is the text of the bill just signed.
BORDER SECURITY FENCING, INFRASTRUCTURE, AND TECHNOLOGY
For expenses for customs and border protection fencing, infrastructure, and technology, $1,187,565,000, to remain available until expended: Provided, That of the amount provided under this heading, $1,159,200,000 is designated as described in section 520 of this Act : Provided further, That of the amount provided under this heading, $950,000,000 shall not be obligated until the Committees on Appropriations of the Senate and the House of Representatives receive and approve a plan for expenditure, prepared by the Secretary of Homeland Security and submitted within 60 days after the date of enactment of this Act , to establish a security barrier along the border of the United States of fencing and vehicle barriers, where practicable, and other forms of tactical infrastructure and technology, that--
(1) defines activities, milestones, and costs for implementing the program;
(2) demonstrates how activities will further the goals and objectives of the Secure Border Initiative (SBI), as defined in the SBI multi-year strategic plan;
(3) identifies funding and the organization staffing (including full-time equivalents, contractors, and detailees) requirements by activity;
(4) reports on costs incurred, the activities completed, and the progress made by the program in terms of obtaining operational control of the entire border of the United States;
(5) includes a certification by the Chief Procurement Officer of the Department of Homeland Security that procedures to prevent conflicts of interest between the prime integrator and major subcontractors are established and a certification by the Chief Information Officer of the Department of Homeland Security that an independent verification and validation agent is currently under contract for the project;
(6) complies with all applicable acquisition rules, requirements, guidelines, and best systems acquisition management practices of the Federal Government;
(7) complies with the capital planning and investment control review requirements established by the Office of Management and Budget, including Circular A-11, part 7;
(8) is reviewed and approved by the Department of Homeland Security Investment Review Board, the Secretary of Homeland Security , and the Office of Management and Budget; and
(9) is reviewed by the Government Accountability Office.

It is NOT. 700 miles of fence was approved in one bill and in the second bill ONLY 300 miles of fence was funded.

Listening to KFI and the Ken & John Show and they had an interview with Rep Ed Royce of Fullerton, his subcommittee wrote and pushed the bill,...says it is a done deal, , must be 12 to 15 billion for fences, additional guards, etc....UNLESS the DemonicRats take back the House and remove the funding....it was a very positive interview....and the concern ( of course ) is that the very well timed leaks on FFF ( Foley the Fag from Florida ) will turn off many on the RIGHT -- WHO WILL SET THIS VOTE OUT AS PUNISHMENT to REPUBLICANS ....
