Don't know about the Dragon voice recognition, but check out Ipaq's hw6940 & hw6945. They seem to have most of the features you are looking for. I am waiting a month or so to see if the price will go down any before I order one.

The first three are already available in just about any PDA. You just plug in the GPS receiver and install the software. As for the voice recognition doohickey, I doubt that you would have much luck with that if you want to recite while in your car. I think it would be too much background noise for it work properly. What you can do is use a voice recorder to record your thoughts (I'm sure such a thing can be purchased/installed/etc) and then type them later. But, if working while you drive is that important and you're willing to dole out a lot of cash, then perhaps you should just invest in a chauffer so that you can work while HE drives.

It's a pretty amazing phone. The only trouble is that the N95 won't be available until sometime mid-2007. Get a cheapie phone in the meantime.

as someone said here you can get any top end pda that will do nearly all of these. there is a few issues u should consider
the battery life for all of this is short. u will need to be recharging every day.
they will be large.
what u need is a high quality screen
u should consider s phone that takes all the bands and probably the newer 3g standard as well...
buy a large sim card. they are very large now
the gps -- u may need an external card for that
the o2 xda exec does a lot of what u ask..but they are very big...it is ms mobile version 5 compat
not too sure about the dragon stuff...u will have to check that out...but from memory it does voice already
