March 2001 Document: Saddam Regime Plans to Strike American Presence and Interests (Translation).

Document CMPC-2003-006758.pdf contain a memo form the Iraqi Intelligence Service ( The Apparatus) dated March 28 2001 that talks about plans to “Strike US presence and interest” in response to the new policies of President Bush toward Iraq and that aims at toppling the regime according to the memo. Few months ago there was another memo from the Iraqi Air Force also dated March 2001 that talk about recruiting member of the Iraq Air Force to conduct suicide missions against US interest (March 2001 Document: Saddam Regime Recruits Suicide Terrorists to Hit US Interests http://www.freerepublic.com/focus/f-news/1610012/posts). This document CMPC-2003-006758.pdf is yet another proof that Saddam regime was working all the time to strike us and that it was our national interest had to take him out.

The Intelligence Service

Mr: The Respectful Assistant Director of the Apparatus Operations.

Subject: The New American Policy Toward Iraq

Aside is a notice for the 10th Directorate and attached is a note from the respectful Mr. Director of the Apparatus on 24/3/2001 that your Excellency and the two gentlemen directors of the 4th Directorate and 10th Directorate to study in what is issued on the 10th Directorate memo and which includes:

1. The available signs indicate the intentions of America under the presidency of Bush the Son that aim to damage the political leadership in the country, and among it is their seeking to apply what it called the smart sanctions and it summarize as:

A. Allow the importing of humanitarian goods to Iraq without prior approval and this aim to make the leadership in Iraq responsible for the starvation of the Iraqi people and not the responsibility of the United Nations.

B. The return of the Inspectors.

C. The massing of the World opinion around the special procedures to contain Iraq.

D. Travel prohibition for the Iraqi officials and the freezing of their special accounts.

2. The 10th Directorate suggested the following to encounter what was mentioned above.

A. Prepare a public relation plan that aims to clarify the rights of Iraq, and bring up what is related to the Palestinian cause, and the call to strike the presence and interests of America.

B. Work to commit some nations like France, China, Russia and Japan to economical agreements that make the implementation of the smart sanctions to have negative effect to the interests of these nations.

C. Strengthen our embassies with new remarkable staff that is can go toward new windows in the international relations.

D. Make a list of the citizens including those who are in the Apparatus that have in their names foreign accounts and do the procedures to protect these accounts from any enemy action.

E. Insist that that Iraq money will stay local.

Notice the Presidency of what was mentioned above.

Please review and please consider the opinions of the 4th Directorate, the 5th Directorate, and the 40th Directorate in regards to what was mentioned above… with regards.

There were 6 pages in this documents, the FMSO website posted a translation of the first 4 but not page 5 and 6 which are the one I translated. May be our government does not want to embarrass some countries like Russia, France, and China by showing that Saddam regime was working on committing them to business deals and hence oppose the US policy against the regime, and unfortunately Saddam regime succeeded in doing so.

Mr. veritas, Thank you very much for your translations of these documents. They give us a good idea of what was transpiring and when things were transpiring. These are fabulous resources for the future. It does matter what you both are doing.

No, the only case I recall of military translators a couple years ago was al Halabi who was sacked for lying about his citizenship, failing to record his meetings with prisoners and for having contacts at the Syrian embassy to whom he was trying to pass info on detainees and flights in and out of Gitmo.

Then there was Sibil Edmunds but that wasn't a military issue.

In reference to Prague/Atta...from my files:

In Washington, the FBI moved to quiet the Prague connection by telling journalists that it had car rentals and records that put Atta in Virginia Beach, Va., and Florida close to, if not during, the period when he was supposed to be in Prague. The New York Times , citing information provided by "federal law enforcement officials," reported that Atta was in Virginia Beach on April 2, 2001, and by April 11, "Atta was back in Florida, renting a car."

All these reports attributed to the FBI were, as it turns out, erroneous. There were no car rental records in Virginia, Florida, or anywhere else in April 2001 for Mohamed Atta, since he had not yet obtained his Florida license.

His international license was at his father's home in Cairo, Egypt (where his roommate Marwan al-Shehhi picked it up in late April). Nor were there other records in the hands of the FBI that put Atta in the United States at the time. Director of Central Intelligence George Tenet testified to the Senate Select Committee on Intelligence in June 2002, "It is possible that Atta traveled under an unknown alias" to "meet with an Iraqi intelligence officer in Prague." Clearly, it was not beyond the capabilities of the 9/11 hijackers to use aliases.

The only dispute over Atta's whereabouts is whether he was in Prague on April 9, 2001, to meet with Samir al Ani, an Iraqi intelligence officer. Czech intelligence insists he was. Able Danger, apparently, had information supporting the Czechs.

Spanish police last February arrested Algerians Khaled Madani, 33, and Moussa Laour, 36, on suspicion of furnishing phony passports to, among others, al Qaeda operatives Ramzi Binalshibh and Mohamed Atta. According to a February 29 Associated Press dispatch, Binalshibh revealed Madani's identity to interrogators at the American military prison at Guantanamo Bay, Cuba.

Meanwhile, in a February 24 letter to James Beasley, Jr., the attorney in the aforementioned lawsuit, Czech U.N. Ambassador Hynek Kmonicek affirms an October 26, 2001 statement by Czech Interior Minister Stanislav Gross: "In this moment we can confirm, that during the next stay of Mr. Muhammad Atta in the Czech Republic there was the contact with the official of the Iraqi intelligence, Mr. Al Ani, Ahmed Khalin Ibrahim Samir, who was on 22nd April 2001 expelled from the Czech Republic on the basis of activities which were not compatible with the diplomatic status." Atta flew from Virginia Beach, Virginia to Prague on April 7, 2001. Car-rental records place him in the Czech capitol the next day. He flew home to Florida that April 9.

Well there's no difference as far as giving us reason to consider Saddam's regime a dangerous enemy, and I agree that either kind of statement would provide us with another justification for taking down Saddam's regime. Either interpretation does go against all the mindless libs who pretend that Saddam's regime was not any threat to the USA or the west...... however, there are distinctions in culpability between propagandistic bombast, more active planning of specific terrorist plans, and those who actually carry out terror attacks.

He has taken a close look at document CMPC-2003-006758, translating it from the Arabic and revealing the intent of Iraq to attack American interests. The memo from the IIS complains about the election of "Bush the Son" and talks about the need to exhort terrorists to attack America:
