Because picture id is issued by the government. That means you have to have governmental PERMISSION to exercise your right to vote.

I'm in Georgia and some judge ruled showing a picture ID to vote as against my civil rights.
I went to Party City to buy kid's Holloween costumes last night. When I gave them a debit card I had to show a picture ID.
Question - If I go to vote in costume do I need to show an ID?

They were then and they are now concerned that their core constituencies will be disenfranchised. Illegal-Alien-Americans and Dead-Americans find it difficult to obtain picture IDs and would be discouraged from voting.

I always found it amazing how the Democrats and their media brethren were allowed to get away with crying disenfranchisement in minority communities when those very communities were controlled by Democrats. Heck, the disputed "Butterfly Ballot" was the creation of Theresa Lapore--a Democrat, who was only trying to help seniors by enlarging the text and making it more legible for them.
The hypocrisy in all this is that Democrats were allowed to accuse Republicans of disenfranchisement when in fact, it was their own elected representatives who were the ones responsible for every problem that existed. Even the claims of revenue disparity is a farce when you consider that pencil and paper has worked fine for centuries--not to mention the reoccuring problems and paranoia that now exists thanks to the "new" technologies.
Sadly, Democrats are reaping what they have sown for decades. They've decided to spend (waste) money on entitlement programs rather than update and educate their constituents on the electoral process. This is a rather amusing irony; in the Democrats attempts to dumb-down their own constituents and create a completely dependent people, they've created a segment of society that couldn't even follow directions. This was never more evident as we watched bus loads of people dropped at polling places with little knowledge of how to actually vote correctly.
Adding to the irony of the Democrat's calls for new and improved computerized terminals, is their ignorance that many of these same constituents may fall into the category of techno-phobes. Whether it's senior citizens or low-income folks, the prospects of embarassment and/or fear of technology may keep more of them away from the polls. This is even more likely as Democrats cry foul and fraud over the new voting systems--basically telling many of these same people that their votes aren't being counted. With the Democrats constant claims of disenfranchisement and voter-fraud, many of thier constituents may just say the heck with it...especially if my vote isn't counted.
