Looks like the question is worded improperly. Many people will answer 'yes' because "the military has long been a step up for those with less education", not because they agree with Kerry's view.
What does choice number one have to do with Kerry's remarks? There's nothing in his remarks that state or imply that the military is good for a "step up".
