As a rule of thumb, if you don't clean the toilet, or pay someone to (such as when you visit a public restroom whose cleaning is paid for by your purchases or taxes) then have a seat. It's the polite thing to do.

The Dvergsnes School in Kristiansand, has adopted a "no standing" policy in their restrooms -- to be obeyed by all students, male and female.

I worked one place where they had a female urinal installed. It was converted into a male bathroom and it was a weird looking device.

A lot of the problem has to do with these asinine urinals they install today. The old time ones that came up to your chest and down to floor don't splash. Those that are just hung on the walls will splash all over the floor and a person's pant's legs or bare legs if standing up. I hate them.
