I think they are using exit polls so they can beat someone else for the call
These '04 pro Bush areas like IN. may be more vulnerable to switch to D (although I know we're talking about potential D>R here) than the northeastern seats are, because there was already a big anti-Bush vote in'04 which these Republican Congressmen survived.

And Blackwell conceded just before 9 pm. Must have been a potent 1%.
