I seem to remember something about some sonar technology that the Chinese got from Clinton. It was Toshiba that sold US submarine-propeller technology to the USSR who were only too happy to turn it over to the Chinese.
It was an odd-bladed skewed propeller design to reduce cavitation...which makes the sub very quiet at higher speeds.
