I have come to the conclusion that it was to play for time. They obviously got their differences worked out by agreeing to bring up an Ag bill and pass it so they can stick all of that extra spending in it.

They kept all of those suffering farmer (agribusiness) amendments out of the military construction bill. They just put them in another bill and promised to pass that tomorrow. Kent Conrad suddenly became gracious.
