was acting on his own...no connection to any cell.. I'm sure they watched the guy long enough to determine he was a lone whacko. They get more points for bagging multiple terrorists, so they're not going to jump the gun if they think there's a better catch.
Still, just because you're acting on your own doesn't mean you weren't, say, encouraged towards extremism at your local mosque. As a random, whimsical example.

BREAKING NEWS: Area Man Arrested In Alleged Terror Plot
POSTED: 11:16 am CST December 8, 2006
CHICAGO -- Authorities say a Chicago-area man is under arrest in connection with an alleged terrorist plot involving an area shopping mall.
An indictment was reportedly unsealed in federal court on Friday, allegeing the plot on an unnamed shopping mall.
The man was scheduled to appear in federal court around noon.
