Under the Constitution, Congress role in foreign policy is limited to ratifying or rejecting treaties, and giving advice and consent to appointments of the Secretary of State and Ambassadors. And of course approving or disapproving funding of the state department and aide to other countries.
Of course maybe he's applying Scottish law, rather than the Constitution, as he has done in the past?

The President should ask the State dept to deny these congressmen permission to visit Syria - period.
Because it is inconsistent to prosecute a RINO (who might side with you under duress a time in three or seven) for that which it is impolitic to prosecute a Democrat. Bush cannot afford to attract any new enemies in the Congress. If the Democrats unify against Bush, they can and will impeach. Can you say President Pelosi?
I guess we should just forget that GW supported Specter, and probably strong-armed Santorun to do the same.
