There’s no other way around it: When you accuse someone of perpetrating “ethnic cleansing” in any way, shape or form, you are accusing them of genocide. Genocide. Let that word work its way around your mind for an moment. Genocide is the deliberate and systematic extermination of a national, racial, political, or cultural group. Think about that. And then watch the most grotesque public statement made by any elected official in the United States in the last 100 years. No, I’m not kidding or reaching for the hyperbole. Rep. Barney Frank (D-MA) in the video below accuses the Bush administration of perpetrating “ethnic cleansing by hurricane” in Louisana after Katrina, in order to make Louisiana more Republican. The video and audio quality aren’t good, but the words are there. Listen a couple of times if you have to.

What could have been done to prevent/mitigate the damage caused by Katrina? Other than President Bush standing on the levee and parting Lake Ponchartrain?

1. Don't build below sea level. President Bush had nothing to do with this.

2. Maintain the levees to spec. Far too much of the money the levee boards in Lousiana had was skimmed off for other projects.

3. Stronger levees. Presidents (and the Corps of Engineers) for the past 50 years could be blamed for this.

4. Multiple redundant levees with crossing levees to form a checkerboard pattern of protection throughout New Orleans so that only a neighborhood is flooded by one break instead of the entire city. If you didn't spend money on 3, you sure wouldn't spend it on 4.

5. Flood doors (I don't know the right term) at the ocean entry to Lake Ponchartrain so the storm surge doesn't get to New Orleans. Enviromentalists killed this idea.

What else could have been done?

And this doesn't even cover the failures in the main New Orleans disaster plan: Head for the hills! Run! Run! Mayor Nagin allowed many school buses which could have been used for evacuation to be flooded in the days after the hurricane hit.

Unless you are willing to spend the money on 2,3,4 and 5, does it make sense to rebuild the city below sea level? It might be far cheaper to find a place a few miles up river above sea level to build the houses and just abandon the areas in New Orleans below sea level.

Hyperbole much? As much as "ethnic cleansing" is a disgusting enough label, it doesn't automatically mean genocide. Ethnic cleansing can be as non-violent as relocating people of a different ethnicity--the accusation made by Barney. Genocide is killing... period. The "-cide" part of the word is from Latin and means "kill".

Now, I will agree that Barney and the other Dems are perfectly happy if other ignorants make the same comparison...
