Does anybody, even the author, think minor crimes are more likely to result in an arrest in a high-crime area than in a suburb or small town?

The elephant in the room is that these youths commit a great many more crimes than their paler comrades. Even thought their chances of being arrested for any one of them is less than in a more stable area, over time the odds catch up with them.
