You have to read it in the context of this thread. I earlier stated that members of the Governor's staff have no "power or authority", which is a true statment. They do have influence, they do have limited control over some aspects of a legislative agenda, but they are not the type of people that a corrupt "Tammany Hall" woould be paying money directly to.
