The last time I heard the word 'musty' used it was describing horny male elephants on a nature program.

In Siberia, there are artificially enlarged industrial towns that are some of the worst polluting industrial complexes in the world. They are in deeply cold regions that would never have population and were built to exploit mineral resources and spread Soviet control as well as take advantage of Gulag slave labor.
Region was felt to be agriculturally worthless and therefore suitable to pollute without worry.
the airborne particulate is probably the reason.
