The problem that accompanies all of this woman's proposals is that they involve not incentives but confiscation and redistribution of what she thinks belongs to the government, i.e. profits.
Why not give tax breaks to companies who research alternative fuels...why not incentivize oil companies to find more domestic oil?

She's aghast at oil companies making the highest profits in the history of the world! Well she and Bill have profited off the presidency more than anyone in the history of the world, I'm aghast!! I wonder how she would feel about me "taking" their profits?

LOL. She can't be serious.
She wants to take all of the profits away from a corporation and give it to some government program that will most likely fail.
She really doesn't understand business does she. Taxing the heck out of an industry is the quickest way to kill it.
Is it possible that the oil industry have squelched new technology in order to maintain demand for fossil fuels? Possibly, and this should be the debate.
