Concerns were raised about revealing sensitive intelligence and about the echoes of intelligence failures on Iraqi weapons of mass destruction."

That pretty much explains it all there.

maquiladora: That pretty much explains it all there.

It explains a lot but there are two aspects to it. One is keeping means and methods secret, even if they did fail, for security. The other is keeping means and methods secret because they failed for CYA. Unfortunately security will always be invoked even when it's really only CYA.
