Bush, Congress Could Face Confrontation on Issue of War Powers

President Bush has not been shy about asserting robust powers for the presidency in waging war, but lately he has seemed to concede that Congress has a role to play as well. Lawmakers, he has indicated, are within their rights to try to cap total deployments or limit where troops can go in Iraq.

"They have the right to try to use the power of the purse to determine policy," the president told editors of the Wall Street Journal recently, in an interview that took some of his strongest conservative supporters by surprise.

For a president who has asserted broad executive authority to conduct aggressive interrogations of detainees and electronic surveillance of terrorism suspects without a court warrant, such comments may reflect as much pragmatism as any serious legal analysis. White House aides concede they are not interested in unduly antagonizing lawmakers at a time they need all the help they can get on Capitol Hill.

But as the debate in Congress shifts from nonbinding resolutions of disapproval for adding troops in Iraq to attaching conditions on funding for the war, a constitutional clash between the legislative and executive branches may be inevitable, say lawmakers and legal scholars with close ties to the administration.

I don't recall voting for a President as part of the 2006 election.

I guess the dems are under the impression they were also elected President.

This has nothing to do with the exercise of the pursestrings and who controls them.

The left so hates this nation, its troops and this President, they will stop at nothing, it seems, to undercut any and all of them, no matter that their very survival is at risk as well should they succeed.

Is this the New Direction they so heralded not so long ago? If so, let them do their deeds and be prepared to pay the price in future elections, if we survive 'til then, that is.

Constitution says that the President is the commander in chief.

But like most other parts of that document, it doesn't matter to the left...

Could he be setting a trap?

The (mostly Democratic) Congress limits his power to wage war.

Terrorist attacks here and/or abroad occur.

Voters blame Congress for hamstringing the President/conservatives/Republicans?

Result: Republican Congress in '08, and President Giuliani or Romney.

Or am I being way too optimistic here? (Wouldn't be the first time.)

When do we hear from the opponents to the President anything resembling a plan to deal with the war that the followers of islam thrust upon us in 1979?

After listening to some of the House debate earlier this evening, I think that's exactly how they interpret the last election.

I don't believe LBJ had these problems, for some reason. ;-).

The left only seeks power and then squanders it and cries when the adults step in and try to clean up their messes.

They really need to get the allegiance thing straight in their heads before they get all of ours lopped off and theirs too.

Bring it on - we've had an entire industry of commentary on The War Powers Act for too long. Get this in front of the SCOTUS and see it invalidated after 34 years.

I don't think it a case of "wanting" to see them here, however, history shows us that WW2 and what it took to draw us into the War in the Pacific apparently doesn't awaken folks or sell them on the nature of the enemies we now fight, even though the numbers dead were twice and more than that of those that died on that day of infamy.

Losing the Twin Towers and a piece of the Pentagon and all the lives that fateful day, demanded we fight back.

Yet some are quick to forget and now openly seek to make like the FRench and turn tail.

I wouldn't be surprised if Bush allowed them to cut funding to the troops without ever saying anything bad about them. He's a really nice guy who doesn't believe in confronting his attackers.

Here is the problem with that - the Senate would also have to approve any monetary funding changes, and the GOP, spineless as they are at times, will not give them the 60 votes needed to cause the footing to change. The House DEMs can appease thier base by doing all sorts of things, while Harry Reid will get to make frustrated statement on the MSM news about how the GOP warmongers make any change impossible. The troops will not get defunded, but the issue will solidify whether we will have the guts to keep moving.

In the end, the ONLY solution now is to make your own voice heard. Do not be afraid to talk to on-the-fencers about why you are a conservative. The DEM agenda will be like a skeleton until 2008 is done - at that point, the public will decide whether to give it any strength. Making a difference will be up to those of us who decide to stick our necks out and counter the BS that masqurades as truth.
