Using Unmanned Aerial Vehicle at Violent Demonstrations

FEBRUARY 20, 2007 06:49

The police are considering introducing state-of-the-art equipment such as a small sized unmanned aerial vehicle (UAV) in order to collect visual evidence at violent demonstrations.

The National Police Agency announced on February 19, “If police officers or riot police try to take a picture of a violation, a huge fight between the demonstrators and the police may occur, therefore we have decided to introduce high-tech surveillance equipment including a miniature unmanned aerial vehicle to prevent riots from occurring between protesters and the police.”

The UAV has been used as a military aircraft abroad, and a drone called the “Skyseer” has been used by Los Angeles Police Department to keep an eye on criminals and to secure cities since last June.

The cost of an UAV, which use GPS, weighs 1.5kg, measures 90cm, and can fly over 45 to 60 minutes at an altitude of 76 meters with a speed of 37 km per hour, is $25,000 to $30,000.

A drone with two cameras, which can move in all directions, can transmit a video clip to the police’s vehicles at any time. Moreover, a strong point of the drone is that it doesn’t omit any noise and eludes observation.

Furthermore, a drone like the Cyberberg in the U.S. and Casper200 in Israel has being used by the military or for security purposes.

Jang Jeon-bae who is in charge of expense at the National Police Agency said, “We are collecting data especially on two or three types such as helicopters and hang gliders, but it is hard to say how many drones we can buy because the cost of the UAV ranges from tens of millions to hundreds of millions.”

Jang said, “As the vehicle has never been approved in a city like Seoul with so many skyscrapers and transportation signs, we will deliberately consider whether to introduce the system.”

The drone will soon be equipped with a strong light or an infrared camera, which will allow it to conduct surveillance at night or in bad weather.

Regarding unlawful assembly in rural areas, police can use helicopters to take pictures as evidence to find the leader of a riot.

The police have been developing a decoding system, which can identify an individual who uses violence while wearing a mask at an assembly.

The system will help to find a protester’s identity by comparing it with pictures of those who already have a record for violent protests.

They might think about arming the drones with rubber bullet launchers. I guess Hell fire missiles would be over-kill.:-)

You're thinking of North Korea, this is South Korea. N. Korea is too busy buying giant rabbits and building crappy nukes to worry about this.

Re #5

We have some folks who sorta want to do what hippies used to do. All peace, anti-American, appeasing commies, progressive education. Some PETA, veggie crowd. However, rampant drug use won't be easy here. That did not stop some movie industry types to propose pot legalization.

Stay dirty, and long-haired could be also a tough sell. There are way too many prince-wanna-be's and pricesss-wanna-be's. Self-absorbed and narcissistic yes, but too snobby and status-oriented.

There is a great tradition of public demonstrations in Seoul and a great tradition of the police breaking it up. During a recent visit there was a major protest for a Korean version of the American with Disabilities Act. Most of the demonstrators were in wheel chairs and many were quad and parapelegic. I had to laugh to myself when a bus showed up with a riot police squad of mabbe 500. Complete with combat helmets and arms they were prepared.

"You're thinking of North Korea, this is South Korea."

D'OH!!! You are absolutely correct! :-(

I was wondering how anyone in the North found the energy -- much less the guts -- to demonstrate...

Back to reading school for me... '-}

Hell fire missiles would indeed be a bit overkill, but hey...

Sure wish they'd use the drones here! The moonbats would really run for cover! And the ones that are too dumb to run would really be out of control. Perfect time for pepper spray and night sticks!
