I seriously doubt something like that was kept in the closet. Where there's fire, there was smoke...and I think getting caught naked watching porn in your office with sex toys strewn about qualifies as "fire".
The guy gets caught in a school office with crystal meth, sex toys, and watching gay porn. All this in a town referred to as the "Christmas City". Only thing that could have been weirder if they found out his was dealing drugs to fund his addiction to slot machines in South Bethlehem (but they haven't opened yet).

This is police/military/fire/rescue/bureaucrat speak. Basically, you're taught to speak in a way that makes it sound like no actual person was responsible for whatever happened, even if it was a good thing. If I had written or edited the story I would have paraphrased instead of quoting directly.

The activity is sensational and highly inappropriate for a principle but not in the same realm as the sale of meth from his school office. I wouldn't be surprised if abuse of meth led to breakdown of his self-control at the office.
