I bet Russia thinks he won't do anything publicly. No idea what an appropriate covert response would be as part of the problem is the message russia apparently has free reign to send without public smackdown.
The odds of this being random must be somewhere in the 1/1,000,000 range or lower, yet the major media, if they touch this story, will say it was just that.
