I saw a report that the defecting
Iranian didn't exactly come
emptyhanded...He may have left
his luggage at the hotel, but
he apparently managed to bring
along with him...a number of
documents and maps...oh my!

I think they are imposing ratioing becasue they are stockpiling petrol for military use, as well as trying to sell as much as possible on the international market to get money for military and terrorist operations.
Iran has even more natural gas than oil. They are awash with it. But as you said their disastrous economy, beaurocracy and infrastructure forces them to import refined stuff for domestic consumption.
So that's between $56.00 and $88.00 US Dollars per US Gallon.
And I complained when I filled up for $2.37 a gallon yesterday.
