I see nothing wrong with a bank accepting these cards as ID, since Congress has not passed a law making such reliance illegal.
I think that Congress should require that something like a US Passport be the only ID a bank can rely on to open a customer's account in the United States.

Because, IIRC, mexican matricular cards are considered ID in the Patriot Act (we supported). Banks are using the Patriot Act now as a loop hole to get away with 'encouraging' illegal immigration for financial gain, and avoiding being subject to RICO prosecution.
Wonder who managed to slip that one in? Gonzales? The intent and agenda is clear. And it just makes me wonder what else they've managed to 'work in' to the advantage of the illegals, and the disadvantage of American Citizens.

LOL...I'll have to take this to the manager of our local Bank of America, who tried to convince my husband that it was just as much of an ID as our drivers' licenses. We have taken to calling it Bank of Amigos, as in Rush's great parody.
