Under normal circumstances I don't think you can get close enough to the plane in flight to detect radiation.
By the time it is in NY air space it doesn't matter - it's too late.

If there were really any suspicion of nuclear device on that plane, it should be taken down over the Atlantic in deep water with energy weapons so there's no satellite evidence of anything other than the plane falling from the sky.
The plane then simply disappears in flight.
Then we can send out ships to "help" the Iranians find their missing plane...

This may be a radical idea.. but I think we prefer this nutcase stay alive, because he can't keep his mouth shut. He tells us and Israel exactly what his plans are (the destruction of Israel) rather than play a more effective strategy of being closed mouth while working on the bomb.
He makes it easy for us to justify taking out Iranian nuke sites and military C&Cs. A more intelligent Iranian leader who play nice nice while planning war.
