They need to be looking for Castor beans (ricin) accidentally or deliberately dumped into the ingredients. Or more innocently, there may be some generally harmless ingredient that just a few pets are allergic to. Consider peanuts and people.

Good points. Wheat gluten is mentioned as a possible problem area and chlorinated lipids cause pretty bad kidney disease. I suspect they'll focus initially right there.

Kidney problems are among the most common health problems in pets. Look at all the pet foods that specifically mention kidney and urinary tract health. I imagine that if you look at all the pets in the country eating any particular product, at least ten a day will die.

This could be a moment of hysteria, or it could be a general problem that just recently came to light.
