Pricey Harrison, a state legislator from Greensboro has proposed a law that we ban entirely the incandescent light bulb. The proposed bill is HR 838. Instapundit has some stuff on this, as well.

This law might not apply to everyone. If you know the right person, you might get a waiver. How, exactly, would you do that? Well, let me just say that it would be "Pricey".
I'm stunned to discover Pricey is a Democrat, a former communications attorney. She's not much of a looker either.
Oh yeah, we need CFL's, which contain mercury and can cost $2,000 to have professionally cleaned up if broken. Great!

So Mr. Pricey Harrison has paid his 'carbon credits' to the ManBearPig Foundation and would be watt-neutral'? This is such a pile.
Just remember that in North Carolina it's okay to smoke, pollute the air, pollute the water and rip out forests. But don't you dare use an incandescent light bulb in the future!

The General Assembly of North Carolina enacts:
SECTION 1. The General Statutes are amended by adding a new Chapter to read:
"Chapter 113C.
"Energy Efficiency and Energy Conservation.
"§ 113C‑1. Sale of general purpose incandescent lamps prohibited.
(a) As used in this section, 'general service incandescent lamp' means a standard incandescent or halogen type lamp that is intended for general service applications and has all of the following:
(1) A medium screw base.
(2) A wattage rating no less than 25 watts and no greater than 150 watts.
(3) A shape that is defined as A‑15, A‑19, A‑21, A‑23, A‑25, PS‑25, PS‑30, BT‑14.5, BT‑15, CP‑19, TB‑19, CA‑22, or equivalent shape by the American National Standard Institute standard for electric lamps C78.20‑2003 approved 30 October 2003.
(4) A bulb finish of frosted, clear, or soft white type.
(b) No person shall sell or offer for sale a general purpose incandescent lamp in this State.
(c) This section does not apply to an appliance lamp, black light lamp, bug lamp, colored lamp, enhanced spectrum lamp, infrared lamp, left‑hand tread lamp, marine lamp, marine signal service lamp, mine service lamp, plant light, reflector lamp, rough service lamp, shatter resistant lamp, sign service lamp, silver bowl lamp, showcase lamp, three‑way lamp, traffic signal lamp, or vibration service or vibration resistant lamp."
SECTION 2. This act becomes effective on 1 January 2016 and applies to the sale of general purpose incandescent lamps on or after that date.

Well, I don't think it should be mandatory, but I've switched all but one light fixture to compact fluorescents and my energy bill has decreased by about 15%. FWIW.
Many people won't like the 20sec to 30sec warm-up time though.

Light Pollution At the beginning of the 21st century, humanity is losing a valuable and beautiful part of its heritage. For the first time in history, poorly designed and badly aimed lighting is denying vast numbers of humanity a view of the night sky. Urban sky glow now pollutes nearly all of Britain's night skies. As amateur astronomers we have a responsibility to guard our night time environment against light pollution.
We are witnessing the genesis of the light bulb Nazis.
Looks like there are enough options here. For manufacturers, just add a bit of color to a standard bulb or classify more bulbs as shatter resistant or vibration resistant and you're all set.
Space shuttles, asthma inhalers, freedom in general - all have deteriorated due to environmentalism, so why not lighting too?

Regarding the extremist who is propsing this idea...I'll just steal a great line from Deb Barone in "Everybody Loves Raymond" and here it is:
"I'm tired ...Call yourself an idiot!"
I would change over more of mine ( primary reasons: longer life, long-term $ savings), but they cannot be used with electronic timers, or photoelectric switches, or dimmer switches. Most every light in/on my house is in one of those categories. Where I can use florescent bulbs, they were changed over years ago.

I have said the same thing. If they really cared, it would be LED lights not something containing so much mercury it can not be disposed of normally!

I'm all for conservation, but not forced conservation. More people are converting to CFL's every day, as they become more affordable. They are not suitable for all applications though, and pushing a law outlawing incandescents will not be popular. That is certainly not the way to win friends and influence people.
Not sure, but I think she might be seeking an endorsement deal from Snap-On Tools.
They could always move to the PRK.

These legislators should give some consideration to problems associated with these compact fluorescent bulbs. While they use less electricity, they also contain small amounts of mercury. Consider the environmental impact and cost to consumers of eventually disposing of millions of these bulbs.

Notice that gro-lights and black lights are specifically exempted from the proposed law. Party on!
Our electric utility was offering a rebate on CFLs which reduced the coat of the 60watt equivalent bulb to $0.25 so I stocked up. I changed the bulbs in the garage door opener and found the bulbs would not start in cold weather. I changed the bulbs in the basement which has a motion sensor switch and was going through bulbs like salt pork thru a goose until I figured out the CFLs don't like solid state switches. I confirmed that with the lamps in the rooms that had X-10 remote control light switches. Average CFL life was about a month before failure and sometimes less. At times failure was preceded by an amusing "strobe" effect which tended to drive people out of the room.
What few bulbs I have left are installed in closet fixtures with a pull chain switch. My wife observed that who ever rated those 15watt bulbs equivalent to a 60watt incandescent in illumination was being "very optimistic", and I have to agree.
All in all, I would say that CFL are not ready for prime time.

Good to see that traffic lights will be exempt. Kind of like how parents are required to (seat) belt their kids until age 8 but school buses have no seat belts.
One set of laws for the State, another for the private citizen.
