Gingrey introduces Fairness in Firearms Testing Act Improves accountability in firearm testing

U.S. Congressman Phil Gingrey today introduced H.R. 1791, the Fairness in Firearms Testing Act. This legislation improves consistency and accountability in firearm testing by giving U.S. gun manufactures access to video documentation of their products testing at the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). Video documentation will give firearm manufactures the right to contest and review BATFE testing decisions, which are highly inconsistent.
Currently, BATFE lacks written procedures and clear guidelines for firearm testing, Gingrey said. How can we expect firearm manufacturers or any industry, for that matter to comply with moving target regulations? The Bureaus rulings are so inconsistent that BATFE threatened to prosecute one gun manufacturer in Heard County, Georgia not even a year after sending written approval for that companys product. This runaround is a waste of time and resources. My legislation will help restore accountability to the BATFE testing process and help restore the words made in America to our firearms.
In the past five years, 85 percent of American firearm manufactures have gone out of businesses, largely due to complex and ever-changing regulations. H.R. 1791 is a step toward the goal of formal, written firearm testing guidelines, and helps ensure a level playing ground for both BATFE agents and manufacturers.
That's the whole point. Enough regulations, inconsistently interpreted, eventually criminalizes everything.

That was the goal, the intent, the plan all along.
Better yet, defund the BATF.
I suspect that the more accurate stat is that 85% of those who were licensed to manufacture firearms 5 years ago are no longer licensed.
How about fairness in testing for individual firearms owners? Charging people with posession of a machine gun because the .22LR rifle they owned was a bit warn and would slam fire with very sensitive ammunition and bit of abuse.
MORE BAD NEWS: This is AFTER the Clinton administration has put 70% of all gun DEALERS out of business, from 1994 till the end of his reign.

I would think one could engineer .22LR ammunition that would slam-fire full auto im almost any firearm chambered for the cartridge. Engineering centerfire ammunition to do likewise would probably be a little harder (for something like .357sig, nestle a .380 round inside a shortened .40 case, and include a projection near the back of the case to slam the primer on the .380 round when the mouth hits the end of the chamber). I sure wouldn't want to be near a gun when it was loaded with such ammo, but I think such ammo could be made well enough for BATFE purposes.

Quite a few .22 rifles will fire when the ejector strikes the rim of an unfired cartridge, as when ejecting a live chambered round, rather than the firing pin.
It's a problem for ammunition manufacturers, who have to carefully combine the sensitivity of the centrifugally-applied priming compound with the hardness of the brass case, either of which can varty between different manufacturing batches.
