Most gangs come from disenfranchised communities, and these communities have lacked resources they need for a long time--recreation centers, parks, entertainment, an educational system, good housing, good-paying jobs.

Doesn't a community have to be stable to create a climate where businesses can make money and then employ people with good paying jobs? Once those people have good paying jobs they will pay, through taxes, for recreation centers, parks and educational systems?

Disenfranchised: deprived of the rights of citizenship especially the right to vote

If we will let Mexican citizens vote in US elections they will not be disenfranchised and will therefore raise their living standards of their own accord.

Mexican citizens are NOT disenfranchised now. They can vote in Mexico, you know, the country where they are citizens? If they want to vote here they need to become citizens of the US. Let them go home if they are here illegally and straighten out their own country.

If the "latinos" in this article are already citizens OF THIS COUNTRY there is nothing stopping them from voting. Your assertions show both childishness and a lack of understanding of the political processes in this country plus a lack of understanding of the basic causes of the situations discussed in the article.

Illiteracy and dependence on the government by both the blacks and the latinos have caused most of this problem. Socialism is always followed by high crime rates by the unemployed masses.
