Murder Suspect Arrested After North Tulsa Standoff

A north Tulsa standoff ended with an arrest Saturday night. Nineteen-year-old Rico Starks surrendered to police shortly after 11 p.m. The standoff lasted about two hours at an apartment complex at the 2200 block of North Hartford. Starks is suspected of killing 18-year-old Mark Jordan. He's wanted for shooting with intent to kill and second-degree murder. He has been booked into Tulsa County Jail.

Officers also had to deal with the crowd that gathered outside the complex. A shot was fired at officers from the crowd, and police cars were attacked. Reinforcements were called in to get the mob under control.

Crowd Turns Violent During Tulsa Standoff

A mob turns violent with police during a standoff with a homicide suspect. Officers cornered the suspect at an apartment complex on the 2200 block on North Hartford, but that standoff quickly attracted dozens of area residents. Police eventually arrested the man they were looking for, 19-year-old Rico Starks. The News On 6’s Chris Wright reports getting him into custody proved more difficult than anticipated.

Police went to the Morning Star Apartments to find Starks. He was charged in February for the 2006 murder of 18-year-old Mark Jordan. After being confronted, Starks barricaded himself in an apartment and refused to come out. Police say that's when the situation started to get out of control. A crowd started gathering, and it quickly became larger and angrier.

"These guys on scene first here had a very scary, high risk job to maintain the integrity of that building and not get anyone hurt," said Tulsa Police Officer Scott Walton.

Police say the mob soon swelled to more than 100 people. Authorities tell us they began jumping on cars, vandalizing police vehicles, throwing rocks, and shots were even fired. An estimated 75 officers, including members of the Special Operations Unit, were called in to control the crowd.

"It was definitely a mob mentality,” said Walton. “They moved on these officers. They were able to keep their spots and keep the suspect contained in the apartment before he came out of there."

Starks did eventually come out of the apartment, surrendering to police shortly after 11 p.m. Police say they are not sure exactly why the situation escalated the way it did, but considering the size of the mob, it could have ended differently. "We are fortunate that no bystanders, officers, anybody was hurt,” Walton said. “It was a difficult task to take care with the few officers on hand at first."

In addition to the murder charge, Starks also had an outstanding warrant for second-degree burglary.

I live in Tulsa, so here’s the scoop. North Tulsa is where ‘disadvantaged inner-city youth’ live. Offhand I’d say that 75%+ of our violent crimes occur there. Draw your own conclusion.

Well, I’m going to take that risk.

It seems that many in the black community, much as with OJ, would rather see a black murderer get away (with it) than see “the Man” bring him to justice.

My daughter was a paramedic, and when the ambulances were called to the projects, there was always a crowd - lots of people standing around with nothing to do. Every so often, something would set them off and they’d attempt to overturn the ambulance, assault the EMTs, etc. You’re talking about a very mindless crowd that simply hangs out all day waiting to cause trouble.

Anarchy. It’s coming.

It certainly looks that way. I hope that you live in an area of New York that allows law-abiding citizens to effectively protect themselves.

Placing these two sentences in the correct chronological sequence:

"In January, a charge of shooting with intent to kill was filed against Starks."

" Starks was charged in early Febru5ary [sic] with second-degree murder in the slaying of Mark Jordan, 18."

Wow, who would have seen that second one coming? /sarc Certainly not the judge or prosecutor in January, it would seem. A shame they aren't going to serve time along side Starks. Congress should be investigating why more DAs and US Attorneys aren't getting canned on a regular basis.

They’ve been hanging out there all day. The “crowd” was already there, although some of its members may have had to beep their friends who were up in their apartments watching TV. We have a convenience store in my town where the pavement is thick with guys who just stand around all day, drink a little beer, sell a few drugs, and then go find their “baby momma” to collect some walking around money from what she has collected from welfare. Pretty pathetic.

The wisdom of the mob...errr...excuse me, 'group of honorable and virtuous economically-disadvantaged victims' is plainly evident. The trial should be cancelled and this delightful young man should be released immediately so that he can go about his business which will undoubtedly include suing the City of Tulsa.

I'm sorry, but what you say simply can't be true. We all know that transfer payments, public housing, and the like are intended to end social ills, not create or exacerbate them. Our betters have taken our money to provide housing and allowances for these young persons while they recover from the insult of slavery, or in the case of people of other ethnicities, other social insults and injuries which were your fault.

In fact, I'll bet that the vast majority of these fine young persons are so misguided as to be Republicans. If they were Democrats, they'd understand that this kind of behavior is just not nice.

I'm guessing that the City of Tulsa has many fine black police officers, many of whom were probably at this event. And of course I'm sure that Tulsa has many fine black judges, prosecutors, etc.

But none of this 'counts' of course, because all of these mentioned folks speak English correctly and are working to uphold the law and the Constitution, and so they are judged as being 'not authentically black' and part of the Oppression by the Evil White Man.

Tiresome though it may be, as someone who had the ‘privilege’ to be on Malcolm X Blvd. (AKA Lennox Ave) between 133 and 134 Sts. in Manhattan on the afternoon of the OJ verdict, my statement stands.

Once all the hoopla died down, my partner and I shut off the engine, got out of our truck and went back to work in the alley. By and large, we were ignored.(which suited us just fine)

I've heard other FReepers say that Tulsa is quite a nice city. Apparently the crime is fairly well contained in specific areas....I will be sure to bear that in mind if I come to visit :-)

Although I'm an EMT, I don't work areas like that but I have heard many horror stories of EMS workers who do. Wearing body armor is common, as is being threatened or shot at when they respond to 'certain areas'.

Gang-bangers don't want you helping the person they just shot, they want him to die.

There is definitely an underbelly of society that thoughtful people need to avoid at all costs. It's not racism, it's self-preservation.
