Actually you can apply to get a shotgun in Japan.
When I lived in Misawa they had a huge problem with crows so hunting was legal for animal control purposes.
Also the Yakuza somehow gets a free pass.

Thanks. Turned on the news. Shot two times in front of election campaign office around 8 pm (little over an hour ago). Perp apprehended at crosswalk 10 m away. They just released his name but I didn’t catch it. He is deputy leader of crime unit of Yamaguchi crime syndicate. Condition of mayor said to be “cardiac and respiratory arrest”.

FRom Feb of this year -
“The fatal shooting of a senior gangster in Tokyo has sparked fears of an all-out turf war between two of Japan’s fiercest underworld organisations.
Police have arrested two members of a gang affiliated to the Sumiyoshi-kai, Japan’s second-biggest crime syndicate, on suspicion of firing shots at the office of a rival gang in apparent retaliation for the killing of Ryoichi Sugiura, a senior member of a Sumiyoshi affiliate.
One of the suspects was quoted by police as saying that he and his accomplice had targeted a group linked to the Yamaguchi-gumi, Japan’s most powerful crime syndicate, in apparent retaliation for Sugiura’s death, according to the Mainichi Shimbun newspaper.”
I wonder if it is more fallout of the ongoing turf war? A shame really, we really enjoy staying in the area.

Condition of mayor said to be cardiac and respiratory arrest. That would be "no heartbeat and not breathing," which is, like, dead, right?

The mayor of the Japanese city of Nagasaki was shot to death in a brazen attack Tuesday by an organized crime chief apparently enraged that the city refused to compensate him after his car was damaged at a public works construction site, police said.
The shooting was rare in a country where handguns are strictly banned ...

That would be "no heartbeat and not breathing," which is, like, dead, right? Heh, I was listening to the English translators (British) speaking over the Japanese newsreaders. It came off as sounding really odd (stoic). They would switch between saying that the hospital was giving out no info on the mayor's condition, to saying matter-of-factly that he was in a condition of "cardiac and respiratory arrest" or that "his heart and lungs had stopped". I mean come on, just say "dead" if you are going to all the trouble of reporting it. I suppose they were just busy translating the Japanese, never mind how not-so-cleverly disguised the wording.

How sad. I’m very sorry he’s dead!

Cardiac and respiratory arrest do not necessarily indicate death. Death is defined as no brain activity.

This is a bizarre story. It all happened because the city refused to pay for the damage - in 2003 - to this Yakuza's car due to a hole in the street at a public construction site.
Its like something out of a Kitano film.
