How discriminatory and bigoted!
I have a sneaking suspicion from the wording in the article that the list is not exhaustive:
provides enhanced rights for same-sex couples, including hospital visitation rights, the ability to authorize autopsies and organ donations and inheritance rights when there is no will.
It's probable that the article left out the more pernicious requirements that reasonable Washington society must now follow.
Many conservative leaders in Washington have already said they’re not even going to try to get this overturned at the ballot. Last year, they couldn’t even get enough signatures to get a measure on the ballot to overturn the new gay anti-discrimination law. They don’t think it’s worth the time and money to try to overturn this one after their failed attempt this year. That’s what I’ve read in the local rags; sorry I don’t have a cite for you.

That is very short-sighted and defeatist of them. If I’m not mistaken, the anti-discrimination bill mostly covered employment law. This one is far more important. If they fail to seek signatures this time, they will be throwing away a serious opportunity.
The bigotry stood out at me as well.
This new law is also for seniors of the opposite sex living together. I guess people younger co-habitating don’t count. This state is getting crazier every single day.
I did not see the limitation that you spoke of.
