Schwarzenegger's foreign policy

Gov. Arnold Schwarzenegger is continuing his foreign policy campaign, bypassing the federal government to help set international agreements on global warming, while a longtime friend and environmental advisor, Terry Tamminen, is consulting with the Canadian government about their carbon dioxide regulations.

In anticipation of Schwarzenegger's trip to Canada next month, British Columbia announced yesterday it would participate a five-state Western carbon market where polluters can trade credits with greener companies. The idea is to have four or five Canadian provinces, and perhaps Mexico as well, joining the pact with California, New Mexico, Oregon, Washington and Arizona.

Schwarzenegger also has signed a nonbinding agreement with Manitoba Premier Gary Doer to coordinate greenhouse gas efforts. The memorandum of understanding - signed like a peace treaty in Schwarzenegger's Santa Monica office - also expresses Manitoba's interest in joining the carbon market. To bolster his case, Schwarzenegger recently wrote Doer reminding him that the National Commission on Energy Policy in Canada has recommend that the U.S. government adopt a "California-like" low-carbon fuel standard.

In addition, Tamminen told a Canadian newspaper, several Australian states are expected to join the carbon-trading arena and that Schwarzenegger is hoping Mexico will enter as well. Tamminen, who left the administration last year to promote his new book on oil consumption, has advised B.C. Premier Gordon Campbell on setting up a climate change action team there.

"By the time the next U.S. president is in power, an international global trading market in carbon credits will be a reality," Tamminen told the Vancouver Sun. "This is essentially a progressive state and province doing something about climate change despite having somewhat recalcitrant federal governments."

Blair dreams of his new stand alone London based carbon exchange isn’t going to get California as a captured market?

Its a shame to see Schwarzenegger and Gingrich jumping on to this bandwagon.

But I don’t want to be left behind either. Maybe I can figure out an angle of my own. If they are going to tax the mentally deficient, I don’t know why I shouldn’t get my piece of the action. Maybe I could sell a guide to carbon credit trading on late night TV. By two guides and get this free spatula, batteries not included. I always wanted to star in my own infomercial.

The Constitution strictly forbids states from entering into any foreign agreements or treaties.

But then what does our foreign governor care about the US Constitution.

The California governor brought Tamminen on as his environmental adviser in 2003, elevated him to secretary of the state EPA, and then appointed him a senior cabinet adviser in 2004. In part due to Tamminen's behind-the-scenes influence and tireless work, Schwarzenegger's first term saw the state pass numerous groundbreaking environmental laws.

Now, with Schwarzenegger's blessing, Tamminen has left the administration to "Johnny Appleseed" California's climate plan. He wants to help other states experiment and share best practices, with the ultimate goal of creating a de facto national greenhouse-gas policy, forcing the feds' hand on the issue.

We'll build a trading system where companies can buy carbon credits by shutting down a coal-fired plant in China and replacing it with something that's more energy-efficient and sustainable. We'll figure out market-based incentives and direct gifts to help you help yourselves." [note - I like his ideas about hydrogen...why is he involved in the carbon scam?]

Good grief. By the time the next president takes office there will be dozens of two-bit politicians setting their own foreign policies and negotiating their own treaties.

I guess if the Constitution doesn’t matter in some realms it is a short leap to states (and, heck, individuals too) usurping those powers ceded to the federal government.

I want to float some ideas, please comment if you can.

1. Posters at FR have said that a state cannot make a treaty with a foreign nation per the Constitution.

2. I’ve noticed a few things lately in the media. You can see my comment above expressing surprise Arnold didn’t mention engaging the California carbon trading market with the new one the UK is setting up...though he has said the opposite before. Also despite the word “Canada” above, every specific story I’ve seen says California is not joining with “Canada” but specific provinces like Brit. Colum. and Manitoba.

3. As for Mexico, I don’t Know what Arnold is getting at, but it is a federal state too.

4. And so is Australia. All the stories I’ve seen show that Arnold is negotiating with Australian states, not its Federal government. Usually mentioned are Western Australia and Queensland. And I read recently (can’t find it now) Australians saying they “don’t need” Howard’s federal plan. Why not?

5. Sooo, is Arnold’s scheme a way to circumvent our Constitution? Is the agenda to avoid agreements with national governments, make them with the equivalent of our state governments, and thereby this international scheme is Constitutional? Thoughts?

Boy, oh boy—you are so very far ahead of anything I’ve read. I can’t offer a single addition, other than I have no doubt that Arnold would not hesitate to subvert the constitution.

I noticed your other posts about Tamminen. Some of us have looked into him quite a bit, from his job as a pool cleaner in the not-too-distant-past, to his close association with RFK,jr., to his appointments by Arnie. There is a pretty good library here at FR if you click the keyword “Tamminen” above.

If I have some time, I’ll see if I can catch up a bit on your specific subject. In the meantime, I’ll ping a couple others—maybe they can offer something.

He should be recalled, because state governors are not supposed to negotiate directly with foreign governments, under the little rulebook we call the US Constitution.

Actually we need to start putting corrupt politicians in jail....

Did Arnold bloviating about CA being a "nation-state" give you this idea of his networking past national governments, directly with provincial/regional/sub-state governments to pre-empt phlegmatic natioal governments?

Gives a whole new meaning to "states rights!" Arnold thinks CA is now a "Principality," and that he is it's Prince!!! Swooning over this celebrity has created a MONSTER!!! We haven't seen ANYTHING, yet!!!
