These swindlers have intentionally delayed allowing anyone to see the bill until well into the weekend before a Monday cloture vote. McConnell does not seem to have the courage to prepare a filibuster, even if they don't get 60 votes today.

But suppose there were only 59 votes for it today. Do we then lose the right to filibuster this bill forever? If they amend it, can another cloture vote occur?
