I used to think that also.
I recall early in the Clinton yrs., Carter was on Compuserve answering question live sent in by subscribers.
My comment was something like.
"How does it feel to be off the bottom as far as worst presidents go.' No answer.
However, on further thought I think he is the worst.
Clinton at least had a good economy.
Carter had interest rates in the 20% range.
Gave away the Panama Canal
Announced stealth technology to the world.
Killed the B-1.
Iran hostages
just a few I can think of at the moment.
Since his admin. he has gone downhill as far as foreign policy goes. Plus he opens his mouth and sticks his foot in on a regular basis.
If Bush gets his amnesty passed, he will be in the same category as Carter ie vying for worst president ever.

I can think of a lot more things that Bush has done well than Carter ever did.
Bush has made some huge blunders, and the illegal alien amnesty might yet be the largest. However, he still doesn't rank up there with Carter.
Bush's main fault is bankrupting us with his compassionate conservatism. His failure to enforce border security is a serious threat to our security, but except for that, he has made great strides in improving our military and adapting it to deal with the threat of terrorism. He did a good job of leading our country immediately after 9/11, and would have likely have earned a rank among our best Presidents had it not been for the handling of the war after the fall of Sadam from power, his domestic spending, and his stance on illegal immigration.
Bush won't be remembered as among the best Presidents, but he is still far better than Carter. Can you imagine the shape we would be in if Carter had been President over last 6+ years?
If all the tree-huggers and pacifists (sp?) show up, it could be a long line. ;-P

You left out mile-long gas lines and rampaging inflation. Carter actually is proof of the strength of this country, that we could recover so quickly and so well from his disasterous presidency. 9/11 and the war on terror are his living legacy.
