It is a dialog. The innocent is asking about what he would be given under communism by the communist. The communist is telling the innocent that the communist is willing to give up all the *extras* he doesn’t have, but when it comes to the items the communist actually owns in multiples, like two suits, then the communist is no longer willing to give that *extra* suit to the innocent.
The *joke* probably dates to 1920 or earlier, circa the Bolshevik Revolution.

Yep. And this is why most all dictators seize and or kill the educated, first thing. LIke in Vietnam. They put the scientists, doctors and teachers in jail or killed them when the communists took power. This has been repeated throughout history---and Chavez is no different. This time the scientists, doctors and teachers seem all to be leaving for Miami, however :)
