There is no massive underground economy of illicit booze funding international criminal cartels as there was during prohibition - such as there is for human trafficking, illegal drugs, etc now. Apparently you missed the recent NR article on this phenomena, which is how North Korea has kept it's cashflow in the face of international sanctions. Booze and cigarettes with counterfeit stamp taxes, counterfeit money, etc. It is more common than you think.

It does the best possible thing for sex slavery for those under 13. It provides legal competition, to reduce the demand for the illegal under-13 market.
By contrast, having all prostitution illegal restricts supply, and provides a price support for the illegal prostitution market.
