In the national survey of 1,012 likely voters, taken July 12 through July 14, about 66 percent said Bush had done only a fair or poor job as president, with 34 percent ranking his performance as excellent or good.
That is up slightly from his low of 30 percent in early March and in line with other national polls showing Bush's approval ratings lingering at or near historically low levels amid continued chaos and bloodshed in Iraq.
But the marks for Congress, mired in gridlock over a series of partisan political battles after Democrats took power in the 2006 elections, continued to drop.
While 83 percent said Congress was doing a fair or poor job, just 14 percent rated it excellent or good. Last October, in its final days, the Republican-led Congress earned ratings of excellent or good from 23 percent of voters.
"There is a growing sense that people voted for change in 2006 and they aren't getting it," Zogby said.
But on a personal level, Americans feel relatively secure and comfortable with their own finances and safety. Nearly 82 percent of Americans said they feel very or fairly safe from "threats from abroad," and nearly 70 percent feel very or fairly secure in their jobs.

Why is fair lumped with poor? I would think fair would be associated with “good” or “ok”. That doesn’t seem to be a huge negative.

Zogby is WRONG...the public did not vote for the “change”, at least not in the form that Zogby is alluding to...what we have here is buyer’s remorse...the dems are showing themselves to be what they really are and the American people are rejecting them...
How do I know? Becuase Reid’s approval rating is a whopping 14%. Pelosi’s approval rating continues to drop....if the low ratings for Congress was due to “republican obstruction”, then Reid and Pelosi would be flying high in the ratings.

No matter how good it may have been, GW just couldn’t sell the public on it, and the public (and especially the conservatives) wouldn’t buy it.
Zogby may be good at getting the numbers but I don’t trust the SOB at all. His analysis says what he wants it to say, not what the numbers really mean. Ain’t he a stinkin Muzzie himself?

This was historically done to make President Bush's ratings look worse than they actually were. Now that Congress' ratings are even worse than his, it would be too obvious if they used one rating system for the President, and another for Congress.

How can you say that Republicans are happy with the president? Republicans are the principal ones who jammed the Senate and House switchboards and fax machines and internet in massive anger over the immigration sham. THat’s not happiness.
I don’t know if he is a moslem, but years ago in Utica, his family was at least Syrian, and thus suspect.
Fair should be a positive term even if it is a vague discription.

People didn’t vote for change in 2006 and aren’t PO’d because they didn’t get it..
They are PO’d because congress, led by the democrats has been wasting our nations, time, energy and resources on useless partisan sniping that equates to NOTHING.
Most inept congress in history, which is not suprising.. look who’s running it. Reid and Pelosi ... my god incompetent doesn’t even begin to describe these two.
Take it from a former Bush Bot, a lot of us Republicans are disappointed with GW. I’m with him on the WOT and no surrender, but he has blown a lot of opportunities in his second term.
He led off with Social Security, instead of getting in his judges, he still is sleeping on judicial appointments. He let our majority leaders in Congress disgrace the party with bad acts and spending to the point we lost both houses. He should have kept them on a leash as party leader and used some vetoes on pork. The final straw for me and a lot of us was the immigration/amnesty proposal. From now on, I just hope he keeps a low profile and keeps our troops supplied with what they need for this surge.
I pray Fred Thompson can come and save us. Mit Romney is a nice guy but lacks the juice and bang to win.

If Bush’s numbers mean voters are “unhappy” with him, what do the numbers on congress say about how voters feel about the House? Hmmmmmmmmmmm?????
His all-out support for the immigration/amnesty bill has sickened a great number of people, mostly Republicans. And I am talking about people who, up until that point, defended and supported him any time, anywhere to anyone. Right now, I don’t even want to look at him. I was with him big-time until that. I am not a Pat Buchanan type, but I will not have my home overrun.
