1) Article says:
"The Senate voted 89-1 to add the money to a homeland security spending bill for next year currently being debated."This means the bill is an AMENDMENT to the Homeland Security Bill...it does NOT stand on it's own, only the vote to add it does.
2)Article says:
"Bush has threatened to veto the $37.6 billion homeland security spending bill for fiscal 2008, which starts on October 1, because it is about $2.5 billion more than he sought. The border security money was added as an emergency item on top of that amount."He threatened to veto the Homeland Security Bill because they spent too much, THEN they added this emergency amendment to insure he wouldn't veto it. He DID NOT threaten to veto the border amendment.

I'm guessing that they already have this. I would assume that Homeland Security already has full access to all State driver's license databases, as well as other Government photo-ID databases.

I don’t really give a rat’s patooty why he threatened to veto it. If he can send billions to Africa for Aids he can fund border security.
Simple as that for me.
It has to happen. The entire concept of a self-contained “secure” ID card is a fantasy, and anyone advocating it is either uninformed or delusional - almost certainly the latter, if either a legislator or a journalist.
A few basic facts. Whatever biometric indicators are captured and recorded on the card, if it is to be used as ID, must be accessible to the person/facility that needs to identify the individual presenting the ID card. And it must be something that the individual can present, from his/her own person, that can be matched against the ID card data.
These range from simple biometrics - height, weight, hair and eye color, age, sex, etc. - to a photo, fingerprint, blood type, iris scan, or even DNA coding, if we get that far. We have done some of these for many years - and people have been forging ID cards for perhaps a month or two less.
They can be forged because the forgers have, or can obtain, the same information that the issuing agency uses to create the valid ID card, and encode it exactly the same way. As a result, the ID card can absolutely be connected to the person presenting it - BUT NOT TO THE IDENTITY being claimed, unless it is verified through a central database.
If we want to preserve employment as a right reserved for citizens, and a revocable privilege for aliens with permission to work, we MUST have such a database - and we already do, based on Social Security and Alien registration numbers.
Look up the Basic Pilot Program on SSA.GOV to read about it - it needs to be made both permanent and mandatory, and to include a picture. However, the picture matching needs to be done at the database site instead of by the employer. Any cell phone camera could take the picture needed.

I notice that once again Sam Brownback voted on the wrong side of a measure related to immigration and border security. While he may still have people outside Kansas fooled, Kansans are catching on to the fact that Sen. I-voted-for-it-then-switched-to-no-when-I-saw-it-losing is an absolute windbag that in no way represents the interest of the average legal resident.
No one is arguing with you about that.
They are simply setting the record straight that the threat of a VETO was issued because they loaded the bill with pork and before this amendment was even thought of being tagged to the bill.
There's plenty of ammunition to use against this President. But tagging the VETO threat to the fact this amendment was added this morning isn't factual. If anything it may force him to sign the bill, as the original intent was to use this bill as a symbolic gesture against pork at REPUBLICAN's request.

That will become evident when Kennedy and Kerry awaken from their alcoholic slumbers and tie up essential provisions of this in the courts.
There is ample precedent for them to say "those evil Republicans fooled us! We didn't intend for there to be these consequences!"
The Dems simply cannot sit back and watch positive changes occur that pertain to immigration and national security.....they will lose their entire constituent base if that were to happen.
The “catch” appears to be that the Senators that loaded this bill with pork will get that money rather then a VETO because they tagged this amendment to it.
My kids are gone, I’m knee deep in grandkids(7). Great thing about grandkids is they are an “on demand thing.
Sadly the pork was going to get passed anyway. At least we are getting our way on this.
Sorry - I am a conservative and don’t like expanding the power of the federal government in such a drastic way. Even making basic pilot mandatory is very tricky; there are lots of employers who, believe it or not, don’t have computers. But I think a lot more enforcement activity - GAO has complained about earnings that can’t be posted to SSA records for years (often indicates multiple persons using the same SSN), but IRS has refused for years to even fine the most egregious offenders.
I can't remember when he was last in his mind..
