According to this, it is white coal dust from a nuclear power plant stack blowdown; the plane was not the source, it was just in the area.
Apparently the nuke plant has a coal plant too?
State Police confirm it’s coal, utility admits stack blowdown.

Well, the sightseers could have been homeless. I forgot. I googled an article about it. The DMB had donated 100,000$ to"river restoration" but none to the people on to whom the waste was dumped. Figures, the river would wash the poop away but humans get the shaft.

We would not be permitted into the fields sprayed for over 24 hours after spraying
