Make-shift submarine found in East River

(New York- WABC, August 3, 2007) - Several people are being questioned by police after being stopped apparently attempting to set sail off Brooklyn in a makeshift submarine-type vessel.
Police say the men were caught in the area of the Brooklyn Cruise Terminal in Downtown Brooklyn, near the Queen Mary 2, just after 11 a.m. this morning
No threatening devices or materials were found on board the vessel.
The initial indication is this is not terrorism related.

How exactly does one “set sail” in a submarine? It seems terribly inefficient to run up the mainsail underwater... :)

I don’t know if it is technically illegal but it seems one would want to know there was an underwater object nearby if one was running a boat along the surface. WOuldn’t it be a matter of traffic control like highways and airspace? Does it have a radio, a signaling device, a way for others to see it from the surface? I’d be surprised if some of that wasn’t part of the regulations for navigable waters.

Looks like a cut and re-welded "timed-out" propane tank.
Look at the funky prop, very thin and light, with such a small vessel I wonder if this is a poor attempt at one of these collegiate "Human Powered Submarines".
