Court records show more than a dozen Newark murders in the past three years in which witnesses had ID'ed the killers but no charges weren brought by Dow's office. The US Dept of Justice's SPECIAL LITIGATION SECTION investigates state and local law enforcement agencies alleged to engage in a pattern or practice of violating citizens' federal rights, and may bring civil lawsuits to remedy such abuses.

The federal criminal civil rights statutes provide for prosecutions of conspiracies to interfere with the citizenry's federally protected rights, and deprivation of rights under color of law.

Federal law makes it unlawful for State or local law enforcement officers to engage in a pattern or practice of conduct that deprives citizens of rights protected by the Constitution or laws of the United States.

Sounds like she fits that meaning perfectly. Not that she really has any principles.

From another story in DelawareOnline: “Essex County, N.J., Prosecutor Paula Dow blamed the prevalence of guns” for these murders. I see no reason why these should not be prosecuted as race crimes. If we are going to have race crime laws on the books, and I am in no way endorsing that, surely this is the kind of situation in which they should be applied.
