I agree with your view of US bomb testing. Very little protection was offered even though some actually knew what the results would be.

After the Trinity test and the subsequent Hiroshima and Nagasaki detonations, all U.S. atomic testing should have been confined to the isolated Pacific regions (Eniwetok, Rongelap, Bikini, etc.), regardless of the cost.
