I wonder what her attitude is about New Orleans? I mean, it isn’t unusual for NO to flood, does that mean it’s okay that people died when Katrina hit?

No. But by her way of thinking, I guess it just wasn’t ‘unusual’.
And that is what she meant to say. The only people I see with pit bulls are the do-rag, Escalade driving, baggy pant set. I grew up all over the South, and never heard of a dog fight. Just cock fighting and that was pretty low class folks too.

Dog fighting does not seem to be a southern thing, even according to your database. There is plenty going on up north and out west. As someone else said this is thug culture not southern culture.
we knew Whoopi would go far off the beaten path. Now we know how she believes those southern Blacks are okie dookie on dogfighting and those Puerto Rico folk are okay with cockfighting. But...

Dog fighting used to be associated with rural settings, as is still the case with cockfighting. Some of it still takes place there. However, some 20 years ago the practice shifted into mostly urban settings and is now often found connected with street gangs. Some "turf" disputes are now settled by letting dogs fight (*almost* a good thing).
More evidence of the universal "thug" element at work here: in the UK, 25 men in a dog-fighting ring were just arrested. Many of them have surnames indicative of the Religion Of Peace.
