President Bush won’t leave office without taking action against Iran. I think that he understands that his successor, no matter who it is, won’t be able to act in time to stop their development of nuclear weapons and, if time is on their side, will still be stopped by political realities to anyone in a first term.

I'd be shocked if we haven't had such plans drawn up for several years now, updated on at least a quarterly basis (and moreso lately). That's what the military does, besides training to fight and fighting, it plans to fight.
