Health and Human Services Secretary Mike Leavitt said GW Bush would like some sort of universal health care before the end of his term.
Leavitt stated that Bush will veto a Democratic plan that would add $35 billion in taxpayer subsidies to the Children's Health Insurance Program.... Leavitt also stated that Bush will urge Congress to search for a way to ensure coverage for all Americans.
"He'd like to see the larger debate begin," Leavitt said. "The very best opportunity we have may well be in the next 15 months."

People, settle down. He proposed this in the State of the Union message. Tax policy would be the mechanism and it was a very interesting idea — and one that FINALLY provides a conservative approach to spiking US medical costs.
There has to be a conservative approach or the Democrats will have the issue all to themselves.

The last time this was attempted, in 1993, that wasn’t necessary. All that was required was noting 7% of the economy would fall under goverment control, then pointing out no other Federal Program has been ‘successful’ enough for this to be considered by intelligent people already receiving the best healthcare in the world.

No, you misunderstood. The Bush conservative approach was STRICTLY a tax policy that provided people the ability to make their own choices. Credits and deductions would be provided based on the choices made by the people. There would be no new government bureaucracy.
Look at this carefully. Bush’s SOTU proposal is the ONLY counter on the conservative side to the Democrat government control plans for universal health coverage.
