However, I believe that the problem for any foreigner, legal or not, isn't with driving as such --- it's insurance.
While with a rental car a foreigner can use a foreign or international driving license to get insurance via the rental company, I don't believe that for a personal vehicle that any U.S. insurance company will insure the driver unless he has a valid U.S. driving license.
When I recently bought car insurance, the insurance company didn’t ask if I had a driver’s license. I thought that was weird. A couple years later, they called and asked if I had gotten a driver’s license yet and what the number was. They said that they wouldn’t drop me or increase my rates if I didn’t get a license. Perhaps that’s state law or something. Even unlicensed illegal-alien drivers need and can get insurance, apparently at the licensed citizen driver rates.
